Gemserv appointed by the Department of Energy and Climate Change to undertake the role of Licensee for the Microgeneration Certification Scheme

Gemserv has been awarded a contract by the Department of Energy and Climate Change (DECC) to provide the role of Licensee for the Microgeneration Certification Scheme (MCS), a certification scheme designed to evaluate microgeneration products and installers against robust criteria, providing greater protection for consumers and ensuring that the Government's (i.e. taxpayers) grant money is spent in an effective manner.
The aim of the MCS is to:
- Help build a rapidly growing Microgeneration industry based on quality and reliability.
- Make a substantial contribution to cutting the UK's dependency on fossil fuels and its carbon dioxide emissions
- Provide consumer confidence that products and installers meet and continue to meet robust standards
- Grow the Microgeneration industry
Nigel Bromley, Gemserv’s Chief Executive said:

Our expertise in providing market-level services and our independent approach will enable us to support and develop this industry in a way that benefits all participants, whilst maintaining the integrity and effectiveness of the Scheme.”
Energy and Climate Change Minister Mike O’Brien said:
“By installing a small scale energy generator, like solar panels or a wind turbine, people can reduce their carbon footprint as well as the costs of their energy bills.
The Microgeneration Certification Scheme reassures consumers the product they’re buying meets certain standards. I am pleased Gemserv will be using its expertise to run the expanded scheme. With 13 new certification companies it means manufacturers of small scale energy generators will find it much easier to get products approved and on to the market.”
Gemserv specialises in providing an end to end service, from the design and development of markets to their continued operation, governance and assurance. This specialist knowledge makes Gemserv highly suitable for the management of environmental schemes requiring independent design, on-going management and development. Gemserv only works at market level, meaning it provides unbiased and impartial advice that doesn’t favour any one party within an industry.
BRE Global has worked with DTI and subsequently BERR over a two year contract to develop the MCS and act as the Licensee. They have also performed as the sole Certification Body during the establishment of the MCS and as such have fed invaluable feedback and improvements into the certification process. BRE Global’s completion of the scheme development meant that the role of administrator and Licensee has been contracted to Gemserv. BRE Global Ltd is continuing to certificate under the scheme; 13 other organisations have also expressed an interest in becoming Certification Bodies. BRE Global’s processing of companies who have already applied to the scheme is unaffected by the handover.
