Effective and robust governance is vital to ensure markets deliver on their aims for policymakers, regulators and consumers.
Gemserv has more than a decade of experience of developing and implementing governance frameworks’ processes and procedures across the energy, water and environment sectors.
Our work on the governance of markets – from initial set up through evolution and transformation – means we have a deep understanding of what works well and the methods and tools to achieve consensus, often across many different stakeholders.
We are well-placed to advise on governance design issues such as the setting up of central market arrangements, operation of codes across different jurisdictions and market entry requirements.
Our governance projects include:
- Supporting the MRA in its role as the governance vehicle for the Green Deal Central Charge Database;
- Assistance with finalising the Green Deal Advice Standards for Assessors and Certification Bodies; and
- Design, build, test and implementation of central market systems for the water retail market in Scotland (WICS).
