Representation for the July 2015 Budget and Autumn Statement

We offer two ideas based on: energy efficiency and consumer empowerment and protection. These ideas build on the current infrastructure and investment already in place. We believe these could deliver real benefits to the existing transformational policy work within the utilities sector. They support environmental goals, deliver real benefits for the wider economy, whilst delivering value for money for consumers by leveraging existing infrastructure.

Thank you for this opportunity to offer ideas and suggestions via your survey to be considered by HM Treasury as part of the policy-making process. For our response, we focus on retail energy which is undergoing a Competition Markets Authority (CMA) investigation.

Gemserv specialises in putting government policy into practice. We are a specialist energy, environment, water, and information security consultancy service. Accordingly, we operate at a market policy and governance level providing a range of services including acting as a central code administrator, with a particular emphasis on energy and environmental codes and agreements. We therefore come at this with a deep understanding of energy market practices and offer our ideas from a unique ‘coal face’, but independent, perspective.

Our ideas for consideration
